I think that your use cases are similar to known item retrieval vs. exploratory search.

Even for known item retrieval, there can be a place for substitution. For example, if there is no building at 120 E 12th St but there is a popular destination at 130 E 12th St, that might be a useful response, with appropriate messaging.

Still, there's a difference between substitutability at the individual item level vs. at level of something broader like a brand or product type -- and I see that applying in map search as much as in product search.
